Atleast 6 identified wounded in simultaneous bombing attacks in Mindanao by unidentified suspects yesterday.





Libungan, North Cotabato – The twin bombing attacks transpired at Poblacion Libungan, North Cotabato at  Remerata Store at Poblacion of the said municipality were left 6 wounded identified as Rolando B. Amistoso, (serious wounded, brought to CRMC, Cotabato City), Ma. Vivian Bulahan (slightly wounded), Ronald Eslit (slightly wounded), Reynante Barbon (slightly wounded), Angelica Cabatingan (slightly wounded) and Melanie  Vilar (slightly wounded) earlier at 6:30 pm yesterday (December 22, 2019).

Military said that after a few minutes secondary explosion transpired at the same area  more or less 15 meters away from the area of the 1st explosion but there was no casualty recorded.

According to EOD team, the explosions are made from 60mm mortar believed to be Explosive Improvised Devise (EID), said military.

Meanwhile, on the same day there was also reported grenade explosion in Cotabato City and  Upi, Maguindanao, One mortar thrown against Municipal Police Station personnel while the said municipality  while they celebrating the highlight of Meguyaya Festival when  the attacks happened and left 6 wounded.
Military and police still  investigating the incidents.

Performance management training for BTA staff held


Cotabato City  – The Office of the Parliament Speaker organized a three-day ‘Total Performance Management (TPM)’ training for Bangsamoro Transition Authority (BTA) administrative officers on December 6 to 8, 2019 in Cotabato City.

The training, which aimed to further empower BTA staff to level up their organizational skills, was conducted in partnership with the Center for Global Best Practices (CGBP).

Prof. Raby Angkal, Bangsamoro Transition Authority (BTA) Secretary General, said the government of the day must invest in its people’s capacity, intellect, and responsibility.

“This training serves as an instrument for us to give better and excellent output when we return to our respective workplace,” Angkal said.

Meanwhile, Henry Aquende, founder and president of CGBP, said, “at the end of the training, we will be better at work, be more productive in our initiatives, and will bear better results in working in our offices.”

Core values for performance

Dene Hurtado, managing director of TPM, underscored the four (4) core values practiced by successful businesses and organizations, which are ‘honesty, discipline, fairness and excellence’.

“These core values are also consistent with the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) core values: a united, enlightened, self-governing, peaceful, just, morally upright and progressive Bangsamoro Government,” Hurtado added.

4Ps beneficiaries in Maguindanao and Sulu to receive cash grants this November


Cotabato City  - The Bangsamoro Government’s Ministry of Social Services and Development (MSSD) is set to release the cash grants of Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries in the provinces of Maguindanao and Sulu within this month.

In a radio interview, lawyer Raissa Jajurie, MSSD minister, said they are taking measures to ensure that nothing will be deducted from what the beneficiaries are supposed to receive.

She said every beneficiary will receive the monthly P500 health grant, P300 pesos per child in daycare and elementary, and P500 per child in high school. A single household can have a maximum of 3 children as beneficiaries.

Jajurie said the cash grants for 4Ps beneficiaries in Lanao del Sur and Tawi-Tawi were released in October this year.

“Next to receive would be provinces of Maguindanao and Sulu this November but the exact dates of the release is yet to be finalized,” she said.

Jajurie said she issued a memorandum prohibiting the release of the cash grants to a ‘second person’ or anyone who acts as representative of the actual grantee.

Moreover, her office will be coordinating with the Ministry of Interior and Local Government (MILG) to ensure the orderly conduct of the 4Ps pay outs in the said provinces.

She said they will request the MILG to issue a memorandum requiring the barangay, municipal, provincial officials to facilitate the logistics and venue, adding “pero wag [silang] makialam sa actual payout cause it’s prohibited in the guidelines.” (Bureau of Public Information)

Solons seek to preserve, promote Mindanao traditional arts

MANILA -- Two Mindanao legislators have filed a bill pushing for the protection, preservation and promotion of traditional arts in Southern Philippines through the creation of the Institute of Sulu and Mindanao Traditional Arts, or INSUMINTRA.
Noting the island’s cultural diversity, House Bill No. 1580 was filed by House Deputy Speaker Mujiv Hataman of the lone district of Basilan and Anak Mindanao (AMIN) Party-list Rep. Amihilda J. Sangcopan.
Hataman, a former governor of the Autonomous Region in Muslim Mindanao (ARMM), pointed out that Mindanao is “also home” to 18 Lumad tribes, 13 different Moro races and more than 64 other ethnic groups who have lived in the island for centuries.
“The effect of this cultural diversity is strongly reflected in Mindanao traditional arts,” the Basilan lawmaker said in a statement Friday.
"Mindanao’s arts such as hand weaving, metallurgy, architecture, music and epic chanting have gained prominence and recognition from government agencies as well as in the private sector. And this holds true especially in the academe. But the chance of these arts surviving popular recognition under an environment of fast-changing technological advances is in question," Hataman said.
He said it is for this reason that he and Sangcopan are pushing for the immediate passage of HB 1580.
“There is a need for a distinct government agency that would conserve, appreciate and protect Mindanao’s arts and treasures, and that it is an urgent measure that Filipinos should support,” the former ARMM governor said.
"The creation of INSUMINTRA is long overdue. Kailangan na natin ng isang institusyon na magbibigay ng ayuda sa ating mga tradisyunal na sining at mga likha (We urgently need an institution that will support our traditional arts and artworks). This is why we are pushing for this bill and asking our colleagues to support Mindanao's traditional arts," Hataman stressed.
In the INSUMINTRA bill's explanatory note, Hataman and Sangcopan stressed that traditional arts in Mindanao and Sulu must be kept alive not only because they provide income for the artisans and their communities but, more importantly, because they are the remaining proof of the pre-colonial identity of the people of Mindanao and Sulu, and of all Filipinos.
If passed into law, INSUMINTRA would be an independent government agency, but it will be actively coordinating with other agencies engaged in similar functions and activities such as the National Commission for Culture and the Arts (NCCA).
The institute will operate through a Board of Trustees reporting to the President and to Congress.
The Board would also have governance and policy-making powers, and will have the following composition: a Secretary of the National Commission on Muslim Filipinos; Chairpersons of the Mindanao Development Authority, the National Council on Indigenous Peoples, and the NCCA; a representative from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM); the executive director of the INSUMINTRA; and five (5) members appointed by the President from the private sector who have significant backgrounds on Mindanao’s traditional arts and who are graduates of related fields specifically anthropology, education or social science.
INSUMINTRA’s secretariat will be led by an executive director that would be selected by the Board.
The principal offices of the institute will be located in Zamboanga City and in Maramag, Bukidnon. However, the Board could establish field offices in other areas on the island to ensure that its objectives are met. (PNA)

MOTC-BARMM Minister puts an end to issues hounding Marina Tawi-Tawi provincial office

Bongao, Tawi-Tawi - Maritime Industry Authority (MARINA) of Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) provincial office in Tawi-Tawi has been in confusion in terms of leadership that prompted an immediate ocular inspection last  Tuesday, 6 August just earlier.

Minister of Transportation and Communications (MOTC)-BARMM, Dickson P. Hermoso conveyed a strong message to put an end the  issues of leadership of this office.

Minister Hermoso said, "The confusion of leadership in this office has to stop. no one can  assumes office without any proper legal authority that comes from the BARMM   Interim Chief Minister Alhaj  Murad Ibrahim, he said.

Before the turn-over of authority from the former ARMM to BARMM, this has been the prevailing concern in the Southwestern Island province of the Bangsamoro government.

Alonto A. Sahiron, MPA, Regional Officer-in-Charge of MARINA-BARMM said "this ocular visit of Minister Hermoso  settled once and for all the issues on bogus personnel pretending to be employees who are actually  connected with MARINA-BARMM."

"We were already directed by the Interim Chief Minister Alhaj Murad Ebrahim to look in to  this bogus operation of MARINA in Bongao, Tawi-Tawi until  the  new minister appointed he  vigorously sustained efforts to solve every problems and  issues in order to have a good and better governance.

Sahiron said that he do his  best to serve his people religiously to avoid issues and problems.

He added that  all types of sea vessel regardless of tonnage are obliged to register and to be recognized by MARINA-BARMM before they conducts their business operation like commercial sea vessels, may it be small wooden banca, medium size or large passenger and cargo container ships, should get their permit to operate.

The MARINA and Regional Ports Management Authority (RPMA) they  should be working hand and hand as brothers to monitor each sea vessel plying and docking along the seas and rivers within the BARMM area of responsibility.

During the turn over  Gary Abbas, Regional Officer-in-Charge of RPMA said, "So far our ports suffers congestion problems and we were look in a proper solution about this,  The fact that there are so many sea vessels now docking at our ports, we can hardly accommodate them.", he said.

"Bongao and Jolo ports are under renovations to be able to handle bigger ships and we can cater some international hub like international cargos and passenger ships from neighboring Asian countries like Indonesia, Malaysia, Sabah and Brunei." Abbas conveyed.

“The revival of the barter trade among our Asian neighbors such as Malaysia and Indonesia is underway as ordered by President Rodrigo Duterte’s decision about the cross-border trading under the President Duterte's Executive Order No. 64 in October 2018 that created the Mindanao Barter Council (MBC), has identified the ports of Siasi and Jolo in Sulu and Bongao in Tawi-Tawi as the barter ports, he added.

The said ocular visit of Minister Hermoso was in close coordination with Lt. General Cirilito Sobejana, Commander of AFP’s Western Mindanao Command (WESMINCOM). The Joint Task Force Tawi-Tawi, 2nd Marine Brigade, Phil. Navy’s Naval Station Juan Magluyan (NAJM), Phil.Coast Guard and Phil. Dive tourism, the next big thing in Camiguin




CAMIGUIN, Northern Mindanao -- Keen on attracting the growing dive tourism market, the first-ever dive festival in the south has been launched in Camiguin, the northern tip of Mindanao, indicating the province and the region's readiness to accommodate divers.

Bo Mancao, a Cebu-based international dive photographer, said "a couple more years" and the volcanic island could position itself as a "top diving destination in Asia."

"Camiguin has it all. It has great muck diving where you look for the rare creatures. It has awesome reefs and good dropoffs, and in the right season, it has super clear waters -- that makes a good mix for a dive holiday," Mancao said on the sidelines of the 1st Camiguin Dive Festival in Mambajao.

The dive fest, a two-month long event pumped with a flurry of dive packages at discounted rates, underwater photography competition, and a province-wide campaign on sustainable tourism, runs until August.

Depending on what one fancies -- freediving or scuba diving -- this underwater sport is a fairly expensive hobby. Classes to get the required dive certification ranges from PHP20,000 to PHP25,000. The regular dive package for licensed divers, on the other hand, costs between PHP1,200 and PHP2,500 per dive site.

Throughout the two months, divers get to enjoy a 30-percent discount on each package and about 15 percent less on introductory dive classes.

"We are spearheading the first-ever Camiguin Dive Festival promoting the island's rich, unique, diverse and pristine dive sites. This is in line with our vision to develop Camiguin as a destination that meets global standards of sustainable and responsible tourism," Camiguin Governor Maria Luisa Romualdo said.

During the grand festival launch on June 23, international dive photographers and professional divers were treated by the provincial government with a trip to the Black Coral Forest near the Medan Island off Mambajao.

Mancao, the event's official underwater photographer, said the view underneath is as breathtaking as all the dives he had in Camiguin.

"The dive was very good, I'm always happy to dive in Camiguin," he said. "The dive industry in the Philippines is getting a lot stronger now. We can see it in other dive destinations now and I think Camiguin would be the best next dive destination in the Philippines."

Diving-wise, the island is in fact now ready to accept an influx of international and local dive tourists. "It's been ready for years now. Divers have been coming here for some time already. It's not just that popular yet," he said.

According to the Department of Tourism (DOT) 10 (Northern Mindanao) Director Marie Elaine Unchuan, the department has already accredited six dive shops on the island.

"The PCSSD (Philippine Commission on Sports and Scuba Diving) actually inspected everything and gave certification so we can really invite people with confidence because we know the divers would have good diving experience," she told reporters in an interview.

The advantage in dive tourism is that divers often stay longer, she noted. And the longer a visitor stays in a place, the more vibrant the tourism industry.

"When the dive groups come here after they dive, they'll roam around the island because they're not allowed to get on a flight within 24 hours. The good thing with Camiguin is it's an ecotourism destination. It has beaches, mountain, hot springs, and even cold springs," she said.

Long before the official promotions and the festival, Camiguin has already established a name recall among Europeans -- particularly Germans and Russian divers -- through word of mouth.

"We have Germans, French, and Russians diving here, and of course, the domestic divers and we're getting a lot of rave reviews from dive photographers we've invited in the past," Unchuan said.

"We're very confident that a lot more people will get enticed to dive in Camiguin," she added.

The diving event is in line with the national government's goal to develop and promote the Philippines as a premier diving and business hub in Asia.

Over 200K teachers to do poll duty on May 13: DepEd


MANILA -- Around 237,000 teachers will serve as Board of Election Inspectors (BEIs) and Board of Election Tellers (BETs) during the May 13 mid-term elections, an official of the Department of Education (DepEd) said Wednesday.

"We have just presented to the Cabinet last Monday regarding our preparations. While being a member of the electoral board is no longer compulsory, subject to the teachers' consent, they are still the primary priority. We will only get from other positions if their number is not enough," DepEd Undersecretary and Chief of Staff Nepomuceno Malaluan told the Philippine News Agency (PNA).

Malaluan said the teachers who will perform poll duties are entitled to honoraria, transportation allowance and minimum of five days service credit which can be converted to leave credits or can be monetized.

"There is no insurance but a medical benefit PHP200,000 that will be shouldered by the government, death benefit that is PHP500,000 in case of injury or death. There is legal indemnification amount also and we are in partnership with the Public Attorney's Office," he said.

To ensure quick reporting of election-related concerns, Malaluan said the DepEd has developed a mobile application for teachers.

"I have not seen it but I think we will be using it this election. It's in our report to the Cabinet. They can use it to report pre-election, during election and post-election [incidents]," he said.

"We are also doing the final orientation of those who will be part of our election task forces at the central, regional, division and even district levels which we will setup on the noon of May 12, Sunday and will be up until 5 p.m. of May 14," he added. (PNA/By Ma. Teresa Montemayor )




Palace scoffs at denials of personalities in plot to discredit Duterte

MANILA -- Malacañang scoffed at personalities tagged in the expanded plot to discredit President Rodrigo Duterte for denying the allegation, stressing that they were all praises for the controversial “Ang Totoong Narcolist” videos, which linked the Chief Executive’s family and allies to the illegal drug trade.
Presidential Spokesperson Salvador Panelo made this remark after claiming that members of the Liberal Party, Magdalo group, media outlets, and other LP supporters in the “Oust Duterte” matrix were conspiring to tarnish the President’s reputation and boost their candidates’ chances of winning a seat in the midterm polls.

“Some personalities linked with the Oust Duterte Matrix issued poker-faced denials, which naturally are expected of them. Yet one begins to wonder why they were all praises for the Bikoy videos, with some even anticipating the online release of the same as if they already knew of their existence,” said Panelo in a statement on Wednesday night.

Panelo earlier alleged that Peter Joemel Advincula, a man claiming to be 'Bikoy' in the videos, was only being used as a “pawn” by the plotters named in the matrices.
He defended anew the release of the matrices, noting that Filipinos have the right to be informed on matters of public concern.

Panelo also clarified that the Palace always welcomed “constructive dissent”, but will draw the line when dissenters start to violate the Constitution.

“In a democracy, constructive dissent makes it vibrant and this Administration welcomes its exercise. When it however crosses the line of acts falling as crimes under the Revised Penal Code, then the dissenters become transgressors of law and the constituted authorities are duty bound to enforce the law and cause their prosecution,” Panelo said.

Panelo, however, said the Palace will leave it to the Department of Justice (DOJ) to prosecute the people, who appear to have violated the law.

“Due process is given, its observance is unequivocal as it is mandatory, as demanded by the Constitution and as meticulously and strictly observed by this Administration. It is in the legal arena that the rules on evidence will hold sway. The parties will be given their day in court,” Panelo said.

Panelo, meanwhile, described calls for a probe on those tagged by Advincula to the illegal drug trade as a waste of time and money.

“The government’s time and taxpayers' money cannot be wasted on an inquiry against those Bikoy maliciously named, including the President’s teenage daughter, Kitty,” Panelo said.
Earlier, the DOJ urged Bikoy to file a complaint against the personalities he identified in the videos, including those related to the President.

Over 40,000 supporters of NUP flanks at Kasulutan Beach Resort in Bongao


Bongao, Tawi-Tawi – The NUP grand rally headed by Gubernatorial candidate Mayor Yshmael “Mhang” Sali with Congressional Candidate Governor Rashidin  Matba  attended more or less 40,000 supporters came from different municipalities to witness their favorite candidates to render their platforms of governments and their vision and mission for the betterment of every people here.

The grand rally was very successful because of some supporters pledge support to NUP candidates most especially  to Mayor Yshmael Sali who run the governor seat and Governor Rashidin Matba for Congressman.
A certain supporter said " We want a new governor because we want change”, Alnor (not her real name) a die hard supporter of Mayor Sali said, “Subukan namin naman ang bago baka siya pa ang magbigay ng bagong pag asa dito sa ating probinsya. ”, Alnor added.

Tatak Duterte - HNP-NUP rally in Tawi-Tawi

Presidential Daughter Sarah Duterte proclaimed her Gubernatorial  candidate Mayor Yshmael “Mhang” Sali and Governor Rashidin Matba for her legitimate “Tatak Duterte”  for Hugpong Ng Pagbabago (HNP) candidates during her political alliance rally in Bongao just earlier.

The HNP- NUP rally recently  gathered more or less 6,000 supporters that amazed Senatorial candidates of HNP  were felt  Duterte's fever during the said rally.

Mayor Sarah Duterte gave her full supports to NUP candidates headed by Mayor Yshmael Sali and Governor Rashidin Matba  because of their good intentions and supports to Duterte’s administration regarding his fights against illegal drugs, criminalities and corruptions, "Naramdaman ko ang Duterte Fever dito sa Tawi-Tawi ngayon, masaya ako na patuloy kayong sumuporta sa ating Presidente", she said,

“I will agree those candidates that will have a good intentions to  help the president to continue his programs and development projects and help people to uplift their living conditions especially those poor among the poorests”, she added.

Meanwhile, Mayor Mhang Sali was very happy that the presidential daughter trust them as one  of their alliance candidates under HNP- NUP Party.

HNP-NUP campaign rally in Bongao gather thousands of supporters - Gov candidate Mayor Yshmael "Mhang" Sali race by Mayor Sarah Duterte as Official Alliance Candidate


Bongao, Tawi- Tawi   -  Thousands of supporters of Gubernatorial Candidate Mayor Yshmael “Mhang” Sali and Congressional Candidate Rash Matba gathered in Bongao Gymnasium during the NUP-HNP Rally yesterday.

Mayor Sarah Duterte arrived in Bongao  yesterday to proved their alliances with NUP candidates headed by Mayor Yshmael “Mhang” Sali for Governor and Gov. Rashidin Matba for Congressman and other candidates of the same party.

During the Rally, Mayor Sarah Duterte told her story about their long-campaign period anywhere in the country and she surprised here in Bongao, that there are more supporters of Hugpong Na Pagbabago (HNP) awaits their arrivals with her senatorial candidates that lay-down their full supports, “Masaya talaga ako, dahil nakikita ko ang Duterte Fever dito sa Bongao, Nagpasalamat ako ng marami sa inyo dahil andito kayo na buo ang suporta mula pa sa pagpanalo nyo sa President Duterte, at ngayon narito uli ako na iboto nyo ang napili ng Presidente natin para maipatuloy ang magandang kinabukasan ng Pilipinas at mapatuloy ang adhikain ng Pangulo sa lahat”, at gayun paman itong si Mayor “Mhang Sali ating Iboto pagka Governor at Gov. Rashidin Matba for Congressman dito sa probinsya nyo sa Tawi-Tawi.

Sarah also added, “ we will race our hands together for HNP=NUP alliance, and through this, we will have a good governance and a good future for our country”, she said.



During the Rally, Senatorial candidate Bato Delarosa said, he asked the people that they vote wisely and vote only for those who are capable to help their problems especially in drugs, criminalities and among others While JV Ejercito also expressed his priorities and programs about OFW, followed by Francis “Tol” Tolentino about his public health care and free college education.

Mayor Yshmael “Mhang” Sali also said, “I will help my constituents to uplift their living conditions through Infra-projects, health care, educations and more projects that would help my constituents as their Governor”, said Sali.


On the other hand, Mayor Sarah Duterte said “ Ang Hugpong Na Pagbabago ay nagtapos sa pangungumpanya  sa buong Pilipinas at dito yun nagtapos sa Tawi-Tawi, we are blessed that the people here in Tawi-Tawi rendered their full supports to HNP with the help of the incoming Governor Yshmael “Mhang” Sali and incoming Congressman Rashidin Matba. Thousands of Tandubas supporters pledge supports to Gubernatorial candidate Yshmael “Mhang” Sali during their rally earlier.




Bongao, Tawi – Tawi – Gubernatorial candidate Yshmael “Mhang” Sali was very thankful to the people of Tandubas because of their full supports and pledges for his candidacy and his whole team during their rally in the said municipality yesterday night.

Mayor Mhang in an interview said, “ I will gave my whole supports to the people of Tawi-Tawi in order to uplift their living conditions through good conditions of our farm-to-market roads and other infra-projects like school buildings, water systems, markets, ports and other projects for the good of people in our province”, said Mayor Sali.

Mayor Rahima Salih of Tandubas also said, that her constituents needs development oriented man like “Yshmael “Mhang” Sali to make his municipality improve and well-develop through the help of Mayor Sali being their new governor because he is tested and proven like the instant development of Languyan municipality through his efforts and hardworks and made Languyan a first class and model municipality during his term.
