Find time for passion, MMFF’s Tagpuan star Alfred Vargas says

MANILA – Actor-turned-politician Alfred Vargas urged the public to continue doing their passion despite the busy schedule with their chosen vocation.

“It is a different kind of thrill, of happiness that you feel when you do your passion. Kaya kapag may panahon na medyo bakante na pwedeng isingit ang pag-arte, ginagawa ko (Whenever I have a free time, I try to go back to acting),” he said in an interview with the Presidential Communications Operations Office (PCOO).

He added that others should also find the time to do the thing that gives them joy.

The 41-year-old congressman of the fifth district of Quezon City shared during the interview that he quit acting in 2009 to pour all his attention to public service.

He ran for Quezon City councilor in 2010 and officially became an elected public official in the same year.

After one term, he sought for a higher position and won a congressional seat.

“I sacrificed my showbiz dreams, I quit at what I consider the peak of my showbiz career to really get my hands on serving the people. I ran shortly after that, right now this is my third and last term. It is really my vocation,” he said.

Though he felt satisfied doing public service, he always missed acting.

His film Tagpuan is a masterpiece of award-winning screenwriter Ricky Lee.

Vargas said it tackles the “kind of love that really happens in a relationship”.

“Papano na yung pagmamahalan (How will love run its course) without romance, where do I draw the line between love and giving freedom, requirement ba ang magpatawad (is forgiving a requirement),” he said.

He plays the role of a businessman who is seeking for the meaning of life and happiness after his failed marriage with Agnes, the character of Iza Calzado.

In his visit to Hong Kong, he meets a young-spirited overseas Filipino worker (OFW) Tanya played by Shaina Magdayao.

It took about three years for the team to complete the production.

During their filming in Hong Kong at the heights of protests there, Vargas cited the professionalism of his co-workers by showing up on time despite the roadblocks put up by protesters.

They also shot Vargas and Calzado’s scenes in New York pre-pandemic.

He said apart from the true to life challenges of keeping a relationship, the movie also aims to explore the struggles of OFWs and immigrants.

In the recent awarding, the film garnered third place for the Best Picture award while Magdayao snatched the Best Supporting Actress title.

Online streaming

Vargas, meanwhile, said while they first attempted to qualify for the MMFF 2019 screening, the film failed to pass as a finalist.

He said they tried again for the summer edition of MMFF in 2020 which was also postponed due to the pandemic.

"Nalungkot din kami kasi yun yung end goal ang mapakita sa publiko ang ginawa namin kaya I really appreciate what the administration did for their efforts to push through with the celebration of the MMFF via online streaming kasi part na yun ng tradition ng mga Filipino. Kulang ang pasko pag walang MMFF (We were saddened because we were not able to share it to the public. That's why I appreciate the efforts of the administration pushing through the celebration of the MMFF via online streaming because it's already a part of the Filipino tradition. Christmas celebration is not complete without the MMFF)," he added.

The MMFF this year, like all the other events of 2020, is screened online.

It will be accessible to Filipinos here in the country and abroad in the comfort and safety of their homes via upstream.ph.

It has officially aired on Dec. 25 worth PHP250 in the Philippines and USD10 abroad. (PNA)

New virus variant: Japan bans entry of foreigners

ANKARA – Japan on Monday suspended new entries of non-resident foreign nationals from “most of the world” as a precaution against a new variant of the coronavirus.

The country has already reported eight cases of the new strain of the virus which was first reported in the UK.

Ban on entry into the country by non-resident foreign nationals will continue until the end of January, NHK News reported.

Scientific analysis has shown the new strain of the infection spreads 70 percent faster than the earlier one.

Prime Minister Suga Yoshihide said the new measure on travel of foreigners was “a proactive measure to protect the people of Japan.”

Urging people to spend a quiet New Year's holiday, Suga asked people “to be sure to do such things as wash their hands and wear masks.”

Under new conditions, Japanese citizens and foreigners with Japanese resident permits returning from the countries where the new variant has been detected are asked to submit a negative virus test result within 72 hours of departure and also undergo a test upon arrival as of Wednesday through the end of January.

At least 20 countries have reported the new virus strain.

However, Japanese authorities said the new rules do not apply to those ten Asian nations with which Tokyo has agreed to a special scheme to ease travel restrictions. China, South Korea are among those nations.

Japan is witnessing record spike in new infections with 3,881 more coronavirus cases reported on Saturday.

The country has so far reported a total of 223,000 cases, including 3,213 deaths due to the Covid-19. (Anadolu)

PH to level up food safety standards in tourism

 MANILA – The Department of Tourism (DOT) on Thursday formally partnered with the Food Safety & Hygiene Academy of the Philippines (FoodSHAP) to level up its accreditation process in the area of food safety.

The memorandum of agreement (MOA) between the two parties was signed by Tourism Secretary Bernadette Romulo-Puyat and FoodSHAP Managing Director Elsie Gatpayat,

Under the MOA, FoodSHAP will offer sponsorship and advocacies in tourism by providing training, assistance, and information to concerned DOT officers and stakeholders free of charge.

This would also include programs on foundations of food safety, basic food safety for food handlers, principles in practice, and other food safety programs that may be identified.

The DOT will receive regular reports and updates as well as request the data or information to enhance educational programming and assist in the development of its accreditation standards.

Romulo-Puyat said the partnership is timely as the Philippines slowly reopens its destinations in accordance with strict health protocols imposed by the government.

"By increasing consumer confidence and patronizing food and beverage outlets, we will spur economic recovery and revitalize the tourism industry," she said.

Gatpayat, meanwhile, said the partnership reflects FoodSHAP's commitment to supporting the development of a "food safety culture" in the Philippines.

"As we are now in the new normal and the tourism sector is significantly hit by the pandemic, promoting the Philippines as a safe destination in the next coming months would be challenging while maintaining international standards," she said.

"As a social enterprise, we are enjoined to live up to our advocacies despite all the challenges brought by the pandemic and that is to raise the awareness of food handlers on food safety," she added. (PNA)

Boom in nature-based tourism seen under new normal

MANILA – As tourism gradually reopens, the demand for nature-based tourism is likely to increase as people look for safer alternatives in selecting destinations to visit, Tourism Undersecretary Benito Bengzon Jr. said Thursday.

This said, the Department of Tourism (DOT) is ramping up its efforts to develop new tourism products that would cater to the travelers' preferences amid the pandemic.

"We're working on product development kasi kailangan mag-develop tayo ng mga bagong produkto na angkop sa requirements ng mga travelers under the new normal kasi makikita natin na there is a greater preference for lower density, high-value, mas maraming mga outdoor types of tours (We're working on product development because we need new ones that are fit to the needs of travelers under the new normal. We see that there is a greater preference for lower density, high-value products, majority wants outdoor types of tours)," he said during Thursday’s Laging Handa briefing.

Bengzon is optimistic the Philippines would be able to draw domestic tourists, even foreigners once travel restrictions are eased. He said such preference among travelers could work to the Philippines' advantage given its numerous nature-based assets.

Just recently, the Philippines was recognized as the world's leading dive destination, beating top dive spots such as Azores Islands, Bora Bora, French Polynesia, Cayman Islands, Fiji, Galapagos Islands, Great Barrier Reef, Australia, Maldives, and Mexico.

Aside from its promising sites underwater, the country also offers idyllic resort islands, including Palawan, Boracay, and Siargao Island, which was recently cited as one of the best 2021 holiday destinations by Condé Nast Traveller.

Bengzon said the DOT is also banking on local travel to drive the industry's recovery. This as he noted that tourism revenues from domestic travel alone reached PHP3.1 trillion in 2019, much higher than inbound which was pegged at PHP548.8 billion in the same year.

"Mga 85 percent of total tourism revenues are from domestic tourism. So we're also confident na mapapabilis ang recovery ng ating industriya kung matutulungan natin itong mga local enterprises natin (Around 85 percent of total tourism revenues in 2019 are from domestic tourism. So we're also confident that we'll be able to fast-track the industry's recovery if we're going to help our local enterprises)," he said.

Months after the first lockdown was imposed, several Philippine destinations started welcoming tourists, but with certain travel requirements such as the "test-before-travel" rule. (PNA)

Be responsible, travelers told amid Bamboo Ecopark vandalism

 MANILA – The Department of Tourism (DOT) on Wednesday reminded travelers to be responsible tourists after Baguio's Bamboo Ecopark was prompted to temporarily close due to vandalism.

"The DOT appeals to all travelers looking to visit tourism destinations around the country that have already gradually reopened to practice responsible tourism at all times. We condemn the recent vandalism incident in the Bamboo Ecopark in Baguio City, which led to its temporary closure," Tourism chief Bernadette Romulo-Puyat said in a statement.


Romulo-Puyat said the DOT will continue to work with local government units and the private stakeholders in intensifying its advocacy for sustainable tourism in the country.

"We wish to remind tourists of the important role they hold in ensuring the survival of the tourism industry amid the pandemic," she added.

The Bamboo Ecopark, located at the St. Francis Xavier Seminary, is a fast becoming popular attraction in Baguio City, famed for its walking paths that could rival Kyoto's Arashiyama Bamboo Grove.

Edgardo Manda, president of the Philippine Bamboo Foundation, Inc., announced the park's temporary closure due to vandalism on November 9.

"Some visitors do not respect the place and have defaced bamboo culms (or poles) by engraving their names and relieving themselves along the pathway," he said in a Facebook post. (PNA)

PH's ‘smallest’ jeepney brings smiles to Baguio crowd

BAGUIO CITY – A mini jeepney, probably the smallest in the country, beeping its way through the city's streets brings smiles to locals for its novelty.

Ronald "Tonton" Tan, who made the jeepney in 2015, said over the weekend that he wanted to revive the "Trip ni Jeepito" campaign to help boost the local government's efforts to breathe life back to the city's tourism sector which was greatly affected by the pandemic.

On weekends, Tan brings his jeepney fondly called "Jeepito" at the city parks for a few hours, allowing spectators to take a photo with it for free.

The iconic Filipino jeepney, painted with the country's flag colors of red, white, yellow and blue, can carry four people which include the driver and three passengers.

“Jeepito is the perfect symbolism of the Philippines because the jeepney is not just a Philippine iconic symbol but just like the Philippines, Jeepito is small but amazing," Tan said.

Tan designed Jeepito to become the smallest Philippine jeepney which measures 92 inches in length, 42 inches in width and 55 inches in height. It is powered by a 3-cylinder Suzuki multicab engine and was customized using scrap materials.

The jeepney was registered with the Land Transportation Office prior to its public launching in 2015. It is also patented, copyrighted and obtained a trademark in the Philippines.

Tan said he designed the jeepney in his private garage and spent a total of PHP165,000 for its production and another PHP50,000 for its registration.

Before the pandemic, Jeepito served a dual purpose -- delivering his company's donations to orphanages and the homeless, and at the same time a source of smile to people who see it when it moves around the city.

"I want to help encourage us all to believe that there is life after the pandemic and that the people need to see the brighter side of life which is reason to still be thankful everyday and to wear a smile," he said. (PNA)

DOT eyes to expand Baguio’s travel bubble plan across PH


BAGUIO CITY – The Department of Tourism (DOT) threw its full support behind the Ridge to Reef Corridor Plan, one of the key strategies being explored to ensure Baguio City's gradual and safe reopening to tourists from nearby provinces within the year.

Tourism Secretary Bernadette Romulo-Puyat expressed that the plan, which seeks to enable seamless travel for tourism in BLUPISIN—or between Baguio City and the provinces of La Union, Pangasinan, Ilocos Sur, and Ilocos Norte, is worth emulating in other parts of the country in the DOT's process of reopening domestic tourism.

"This corridor plan of the BLUPISIN is truly admirable, not only because of the variety of tourism products involved but because of how advanced inter-provincial protocols are in terms of border control, as well as in assuring the health and safety of tourists and communities. It is a clear manifestation of the strong support of the local and provincial leaders to jumpstart tourism, which thousands of micro, small, and medium enterprises (MSMEs) in the region rely on. This can serve as a pilot project, and when successful, can be replicated where applicable," Puyat said in a statement on Wednesday.

On Tuesday, Puyat witnessed the signing of a Memorandum of Understanding (MOU) between Baguio City Mayor Benjamin Magalong and governors from the Ilocos region, including Governors Amado Espino III (Pangasinan), Matthew Manotoc (Ilocos Norte), and Ryan Singson (Ilocos Sur). A Technical Working Group (TWG) will establish the Corridor Plan and conduct research and other strategies to facilitate tourism and economic recovery in BLUPISIN.

In support to this convergence and the recovery of Baguio's tourism industry, the tourism chief also announced that the DOT, through the Tourism Promotions Board (TPB), will dedicate funds to support programs such as the Baguio V.I.S.I.T.A. (Visitor Information and Travel Assistance), a multi-platform digital monitoring application; the set-up of the baguiocreativecity.com website and e-commerce platform; and the revival of the city's weaving and fashion industry.

The tourism chief, who served as the Keynote Speaker at the 111th Baguio Day celebration on Tuesday, underscored the importance of sustainability of reopening tourism in the City of Pines and other parts of the country.

"With sustainable tourism as our core advocacy, we have and will continue to ensure that policies are in place for the protection of the environment and the local community," Puyat said. "As Baguio readies to open its doors, we are being given the opportunity now to refocus on sustainable and responsible tourism, taking into account the quality rather than the number of tourists entering this iconic and beloved destination.”

Puyat also cited the advanced and responsible crisis management system of Baguio City that resulted in the highest testing per total population for any local government unit (LGU) in the country.

She lauded the impressive contact tracing technique employed in the city and the implementation of contactless payment and strict health and safety protocols.

"Given these protocols in place, Baguio can anticipate reopening cautiously first to visitors from Region 1. Tourists will be regulated and monitored through the Baguio V.I.S.I.T.A.. Everyone is encouraged to pre-register and pre-book accommodations. Upon entry in Baguio, visitors are expected to go thru mandatory triage and the required testing protocols of either RT-PCR or antigen, once the guidelines are approved. The tour operator or hotel management shall closely monitor the movement of the tourist, and the city will limit the capacity of visitors depending on risk levels," Puyat explained. (DOT PR)

Otters in Turtle Islands produce 3 pups

ZAMBOANGA CITY – The Department of Environment and Natural Resources (DENR) said the pair of smooth-coated otters (Lutrogaleperspicillata) reported in May in Turtle Islands, Tawi-Tawi, surprised the residents last week when they emerged from their den accompanied by three pups.


DENR-Region 9 executive director Crisanta Marlene Rodriguez said it was the first time that the otters, locally known as “HanjingLaut”, were seen outside their normal area of distribution.

“Studies indicate that smooth-coated otters are originally from Malaysia and Indonesia and it is just surprising to know that they have now reached Taganak Island,” Rodriguez said in a statement Thursday.

The municipality of Turtle Islands, called Taganak by locals, is located within the Sulu Sea at the south-western tip of the country and at the edge of the international treaty limits separating the Philippines and Malaysia.

Rodriguez said Turtle Islands Wildlife Sanctuary (TIWS) Protected Area Superintendent Minda Bairula reported to her that the residents spotted the otters with their pups frolicking in the sand.

Bairula said it was on July 31 that a resident living near the shoreline reported to their office that she heard sounds of newly-born animals coming from the den of the otters.

It was only on August 17 that a Protected Area Management Office (PAMO) staff spotted the baby otters coming out from the den.

Rodriguez said with the help of the Turtle Island policemen, DENR personnel managed to video-document the parent otters and the pups playing along the shoreline.

“I have also instructed Bairula, who is on site, to record the biology, habits, and behavior of the otters and continue coordinating with our office as we are also consulting with experts from the Biodiversity Management Bureau and the International Union on the Conservation of Nature (IUCN) Otter Specialist Group,” Rodriquez said.

She also said her office is constrained from sending technical experts to Turtle Islands to conduct further studies on the otters because of the limited trips, transportation, and quarantine protocols due to the prevailing coronavirus disease (Covid-19) pandemic.

The residents in Turtle Islands first reported the sighting of two smooth-coated otters playing in their shoreline on May 14, which stirred curiosity as it was the first time that they have seen the animals on their island.

Turtle Islands or Taganak is part of the Turtle Islands Wildlife Sanctuary, which is Southeast Asia’s largest marine turtle sanctuary and a declared protected area under Republic Act 11038, otherwise known as the Expanded National Integrated Protected Areas System Law. (PNA)

Puerto Princesa: A Princess of its own

DAVAO CITY – If you’re looking for a destination that offers attraction ranging from beaches to wildlife reserves, the place to be is Puerto Princesa.

We spent one Holy Week in this city capital of the island province of Palawan. The moment we got out of the airport, we immediately understood why Puerto Princesa has been acclaimed several times as the cleanest and greenest city in the Philippines. For us, coming from Davao City, which also has been awarded the country’s cleanest city, the clean and fresh air of Puerto Princesa come as a special treat.

There’s so much to explore in Puerto Princesa. But the best and not to be missed tourist spot is the world-renowned Puerto Princesa Subterranean River National Park, famously known as the Underground River. This was our first stop.

Named as one of the New 7 Wonders of the World and included in the United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage Sites since 1995, the Underground River is something all Filipinos can be proud of.

Upon entrance to the river, the cave is filled with nothing but darkness, giving it a mystical ambiance. The only source of light is the torch at the front of the canoe we were riding in.

Once inside this 8.2 kilometer-long underground river, we can’t help but marvel at the jaw-dropping cave formations, stunning limestone cliffs, and pristine waters, which also turned out freezing cold.

In each turn of this winding river, we were awed by the magnificent stalactites and stalagmites, which over thousands of years, have turned to various shapes and forms. Our favorite is the formation resembling the nativity scene.

There’s supposed to be a variety of species in the caves to include fish, crabs, giant spiders, bats, swallows, and snakes. But we only saw are fish and bats when we were there.

We ended the 45-minute Underground River canoe ride with so much pride that this beautiful creation is God’s gift to Filipinos.

Our next agenda is the Honda Bay Island Tour. Honda Bay is about a 30-minute ride from Puerto Princesa. There’s supposed to be numerous islands scattered in the Bay, but our tour only included three islands -- the Luli Island, the Cowrie, and the Pambato Reef.

 The Luli Island has a beautiful white sandbar which at low tide almost forms a perfect circle. I may say it’s one of the most beautiful sandbars in the Philippines. I just wish that there are not many bamboo huts on it so the island ambiance is preserved.

The sandbar has flags all along with it so it’s perfect for selfie and groupie moments.

Our next island stop is at Cowrie Island which is known for cowrie shells. Several cabanas and spa huts welcome us on this Island. We enjoyed our seafood lunch here. My husband and I also had a body massage while the kids went snorkeling.

We ended the tour at Pambato Reef.

It is a floating platform in the middle of the ocean and serves as the gateway to a wonderful underwater paradise.

Locals call the Pambato Reef as the mini-Tubbataha. Ironically, there is no island here but only a floating cottage. It’s so cute that the roof of the floating platform is a giant sea turtle or a pawikan. The main attraction is the reef which is in the middle of the bay. The shallow sections are about 10 feet from the coral reefs. I am no swimmer and I don’t snorkel. But am glad I tried it otherwise I would have not seen that beautiful marine life. Though I still shiver each time I think of the dark deep blue portion of the ocean beyond the yellow cordon which I accidentally crossed.

It was an exciting and enjoyable island- hopping experience for us!

As it was Holy Week, we made sure that we’re able to visit the churches in the area. We were lucky that our hotel receptionist recommended that we go to Mt Calvary, PP’s religious destination. We didn’t know about this place when we got here in PP.

We went there on Holy Thursday. As its name suggests, we had to climb hills for the Station of the Cross.

It was an uphill climb at the first seven stations. The steps are steep but they have benches around for those needing a brief rest. However, it’s a descending way from the 8th station towards a replica of the tomb where Jesus was laid.

Very timely that as we ended the Station of the Cross, the mass was about to begin at the chapel located at the top of the hill, between the 7th and 8th station. The Holy Thursday mass is when the ‘washing of the feet’ is re-enacted.

How blessed we were that during the re-enactment, my family was randomly chosen as one of those whose feet were washed by the priest. What an overwhelming spiritual experience!

The must-do restaurant hopping and shopping we did during the rest of our stay in PP.

Overall, we had a grand time in Puerto Princesa. Not only did it delight our senses, but it also touched our spiritual being.

Just how a Princess would, Puerto Princesa definitely captivated us! Come and be captivated by the beauty of Puerto Princesa!

Towards tourism recovery: Staying afloat amid Covid-19

MANILA – Adapting and innovating would be the only way the hard-hit tourism industry could survive under the current landscape brought by the coronavirus disease 2019 (Covid-19) pandemic.

This was the collective input of acclaimed motivational speakers and business experts Josiah Go and Francis Kong during the Leadership Excellence Series (LES) 2020 organized by the Department of Tourism - National Capital Region (DOT-NCR) office on Thursday.

Once activities are allowed, firms should be ready to create "compelling offers" to attract clients, said Go, chairman and chief innovation strategist of Mansmith and Fielders, Inc.

He said they must have a "relaunch mindset" when creating offers, such as introducing new tour attractions timed with mega sale events in airfares, hotels, malls, and restaurants.

In the meantime, Go said, companies should find creative ways to lure other markets, like what Japanese rental firm Kasoku Apartments did in promoting its space to people who want to avoid the so-called "coronavirus divorce" or to simply take a breather away from home.

He also cited as an example the budget Fab Hotels in India, which turned its rooms into alternative work areas, targeting employers instead of tourists.

Noting that the pandemic too shall pass, Go said closure is not the best option.

Instead, he advised industry leaders to look for partners who would be able to sustain and revive their businesses while the crisis continues to affect economies.

"If you close the business, you have no value. If you sell the business, you have value. But if you revive the business, it has even greater value. If you want to turn around, you can but you might have to find new partners. Don't close," Go said.

Kong, president of Success Options, Inc. and director of Inspire Leadership Consultancy, likewise noted that companies should move towards digital marketing as the world enters the so-called contact less economy, which became more evident with the ongoing health crisis.

"When Covid-19 broke, you have to understand that whatever it is that we were doing until now, these are not innovation. Innovation will come later. We are merely adapting and adapting is not yet done. We are still doing that," he said.

Meanwhile, DOT-NCR Director Woodrow Maquiling agreed that the crisis is merely temporary and that "Covid-19 is not a dead-end but a detour."

"These challenging times in tourism require us nothing short to be imaginative, bold, and brave in pursuing the next direction for our country’s tourism," Maquiling said.

Time and time again, he said, Philippine tourism has consistently proven its resilience and its ability not only to bounce back as a sector but to lead the country’s economic and social recovery.

“Our recovery work may seem an uphill battle. However, we should start somewhere if we ought to go somewhere," Maquiling added. (PNA)

DAVAO CITY — The Department of Health in Davao Region (DOH-11) confirmed on Sunday the first case of 2019 coronavirus disease (Covid-19) in Region 11.

The confirmed case, a 21-year old female, arrived in the Philippines from the United Kingdom with layover via Doha, Qatar to Manila then to Davao on February 29.
The patient first sought consultation in a local health facility due to cough and was immediately isolated on March 9.

She was transferred and admitted for isolation and testing to a referral hospital last March 10 and is currently in stable condition, according to a DOH statement.
DOH-11 however, assured the public that containment measures are done to prevent local transmission of the virus.

The DOH said its contact tracing team is in close coordination with the local government unit concerned.

“Persons who will be identified to have close interaction with the confirmed case will be interviewed and assessed for proper management,” the statement read.

Dr. Annable Yumang, DOH-11 regional director, appealed to those who would be identified as close contacts to the confirmed case to cooperate and provide necessary information for proper management and facilitation.

“Being personally responsible in order to control Covid-19 is an essential action in this challenging situation,” Yumang said.

She said the DOH is in close coordination with the LGU and the hospital where the patient was admitted.

Yumang said the Incident Command System and Rapid Response Team had been activated for appropriate management, including increased infection control, case management, and containment to prevent the spread of the virus.

“We urge the public to stay calm and remain vigilant at all times. Let us continue to practice proper handwashing, social distancing and cough etiquette,” she said.

To date, a total of 50 patients under investigation was reported in the region where 29 patients were already discharged, while 21 PUIs are currently admitted in two government hospitals in the region. (PNA)

PH relaxes temporary travel ban to SoKor

MANILA – Filipinos will now be allowed to travel to South Korea except the whole of North Gyeongsang after the government relaxed its temporary travel ban on the East Asian country, Malacañang said on Tuesday.

Presidential Spokesperson Salvador Panelo said the recommendation was made by the Inter-Agency Task Force on Emerging Infectious Diseases (IATF) after holding a meeting at the Department of Health Central Office on Tuesday on efforts to prevent the spread of the new coronavirus disease (Covid-19).

“The IATF has approved to allow Filipinos to travel to South Korea except to the whole of North Gyeongsang Province, including Daegu City and Cheongdo County, where the virus outbreak is concentrated,” Panelo said in a statement.

He said Filipinos who intend to visit other parts of South Korea will be required to execute and sign a declaration, signifying their knowledge and understanding of the risks involved in their trip. A health advisory pamphlet will also be handed out to them upon their departure.

However, he said the ban on the entry of foreign nationals traveling from North Gyeongsang Province, including Daegu City and Cheongdo County, into Philippine territory remains effective.

South Korean remains as the Philippines’ top source of tourist arrivals followed by China and the US.
There are 60,139 Filipinos living in South Korea, data from the Department of Foreign Affairs (DFA) showed.

On Tuesday, South Korean President Moon Jae-in declared "war" against the deadly disease and placed all government agencies on a 24-hour emergency footing as the country's total cases reached 5,000, the largest in the world outside China, with 28 fatalities.

Besides North Gyeongsang, the Philippines also temporary banned foreign nationals coming from mainland China, Hong Kong and Macao.

Exempted from the travel ban are arriving Filipinos with their foreign spouse and children, permanent residents in the country, and members of the diplomatic corps.

Currently, the IATF has also agreed that there are to be no new imposition or lifting of travel restrictions to other countries amid rising cases in South Korea, Italy and Iran.

The IATF will regularly conduct reviews concerning travel restrictions and protocols to and from the Philippines, he added.

Meanwhile, he said the DFA is now preparing for the repatriation of 148 Filipinos from Macao via chartered flight.

The Overseas Workers Welfare Administration (OWWA) is arranging to repatriate 48 of its active members in Macao via one commercial flight.

Overseas Filipino workers (OFWs) in the countries mentioned may opt for repatriation provided they undergo the prescribed 14-day quarantine procedure.

The World Health Organization (WHO) has raised the risk assessment of Covid-19 to “very high” at both the world and regional levels. There nearly 90,000 confirmed cases of Covid-19 in about 70 countries and over 3,000 deaths. (PNA)

Bacolod hospital treating 2 suspected cases of coronavirus

BACOLOD CITY – The City Health Office (CHO) here urged Bacolodnons to disclose travel information and report to health authorities if they have signs and symptoms associated with the novel coronavirus (2019-nCoV).

Dr. Grace Tan, spokesperson of the city’s inter-agency task force against nCoV, made the call on Monday afternoon as the CHO received a report that two individuals considered as suspected nCoV cases are now isolated at the Corazon Locsin Montelibano Memorial Regional Hospital in this city.

The two male patients, who are tagged as persons under investigation or PUIs, include a 43-year-old Canadian expatriate who has traveled to Taiwan, and a 12-year-old with a history of travel to Hong Kong and Macau.

However, the two are not residing in Bacolod, although they are from areas within Negros Occidental.

Tan said that PUIs are those who manifest signs and symptoms, have history of travel to affected countries, and exposure to a confirmed case.

“If the person satisfies these criteria, and goes to a hospital, he or she will be considered a PUI for admission. A swab sample will be taken (from the person). It will be sent to the (Research Institute for Tropical Medicine) in Manila for confirmation,” she added.

“There are no cases in Bacolod, but we appeal to the public not to withhold information if you have history of travel to China, Macau, Hong Kong, Taiwan and any neighboring countries,” Tan said.

She also urged those who have signs and symptoms within 14 days after arrival to see a doctor or go to a 
hospital for check-up.

According to the Department of Health, common signs of coronavirus infection include flu-like and respiratory symptoms, fever, cough, and breathing difficulties.

“If you withhold information, health authorities will find it difficult to trace and contain (the situation),” Tan said.

“We don’t have to panic, but we need to be vigilant when it comes to receiving information. There are so many false information coming out that cause people to panic,” she said.

In Bacolod, Mayor Evelio Leonardia created last Friday the inter-agency task force against nCoV to properly address the rapidly emerging health threat, create a standard protocol in dealing with the threat of nCoV, and coordinate with the national and local crisis management committees in addressing the epidemic. (PNA)

BTA adopts resolution to prevent entry of 2019-nCoV in Bangsamoro Region

Cotabato City —The Bangsamoro Transition Authority (BTA) has adopted the Resolution No. 186, urging the concerned agencies and Local Government Units (LGUs) of the Bangsamoro Government “to adopt and implement measures to prevent the entry of the 2019 Novel Coronavirus in the areas Bangsamoro Region” on Friday, January 31.

The resolution was adopted during the 30th session of the BTA's first regular session held in Cotabato City.
The said resolution was proposed and authored by Members of the Parliament, Atty. Ziaur-Rahman Alonto Adiong, House Speaker Ali Pangalian Balindong, Atty. Omar Yasser Sema, and Engr. Don Mustapha Loong.

MP Adiong said in a statement on Friday's session, “the resolution was adopted to mobilize concerned ministries and LGUs within BARMM to formulate preventive measures in order to protect our constituents from the reach of this epidemic".

Section 22, Article IX of Republic Act 11054, or the Bangsamoro Organic Law, states that the Bangsamoro Government is mandated "to protect and promote the right to health of the people and instill health consciousness among them as well as uphold the people’s right to have access to essential goods, health, and other social services the promote their well-being.”

“The Bangsamoro Transition Authority Parliament is fully aware of the threat of 2019-nCov on the safety of our public,” Adiong noted.

Relative to the resolution, the Ministry of Interior and Local Government (MILG) has released a memorandum order on January 31, directing all the LGUs in the region to take all measures necessary to prevent the entry and/or spread of the virus in the Bangsamoro.

Furthermore, the Ministry of Health (MOH) and Ministry of Education (MBHTE) will “conduct a public awareness campaign” regarding the said virus.

MOH will also distribute appropriate masks, disinfectants, and other hygiene kits.

What is 2019-nCov?The Novel Coronavirus or 2019-nCov is an acute respiratory decease that was first detected on December 31, 2019 in Wuhan, China. Aside from China, the virus has spread in other parts of the globe. Sixteen other countries have confirmed cases of the 2019-nCoV.

According to a report from World Health Organization (WHO), there are 7,783 confirmed cases of 2019-nCov as of January 30, 2020, wherein the majority came from mainland China. It was also reported that at least 170 people have died caused by the virus.

On Thursday, January 30, the Department of Health (DOH) confirmed the first person-to-person 2019-nCoV case in the Philippines—a 38-year old Chinese woman from Wuhan, China.

As of writing, the DOH reported thrirty-one (31) patients under investigation (PUIs). Twenty-three (23) of these are now admitted and isolated, six (6) PUIs were already discharged but strictly monitored, one (1) confirmed case, and one (1) PUI mortality.

Because of this global situation, the WHO declared today, January 31, the 2019-nCoV as "public health emergency of international concern".

In line with this declaration, the public is advised to be more vigilant, observe proper hygiene, strengthen immune system by eating healthy foods, drink plenty of water, and avoid crowded places. (Bureau of Public Information)

BARMM commits to fight against OFW human trafficking

Cotabato City —To protect the rights of the Bangsamoro Overseas Filipino Workers (OFWs), the Bangsamoro Government signed a Memorandum of Agreement (MOA) with the Blas F. Ople Policy Center on Tuesday, January 21, at the Bangsamoro Government Center, in Cotabato City.

The said MOA, which aimed to create the Bangsamoro Task Force against human trafficking of OFWs from the region, was signed by BARMM Executive Secretary Abdulraof Macacua and Blas F. Ople Policy Center President Susan V. Ople.

The signing was attended by Bangsamoro Executive Secretary Abdulraof Macacua, Assistant Executive Secretary Abdullah Cusain, Attorney General Sha Elijah Dumama-Alba, and other officials from BARMM’s different ministries and offices.

In Macacua’s message, he stressed that “in an ideal world, all our Bangsamoro brothers and sisters working abroad will go back to their roots and would no longer have to leave apart from their families – so, they won’t have to be exposed to the dangers of human trafficking.”

“We owe a lot to the Bangsamoro OFWs who actively campaigned for the passage of the Bangsamoro Organic Law and publicly supported and encouraged their family to vote ‘yes’ to the ratification of the said law exactly a year ago today [January 21, 2020],” he added.


The Bangsamoro Task Force Against Human Trafficking of OFWs

“The said agreement is a commitment of BARMM to guarantee the fundamental rights of the Bangsamoro against human trafficking and other forms of abuse and human rights violations,” Macacua said.

“It is unfortunate that our OFWs are vulnerable to human trafficking, but it is more unfortunate that despite the rising statistics of human trafficking involving OFWs, more and more Filipinos are enticed by the promise of a greener pasture abroad,” he added.

Meanwhile, Lawyer Dumama-Alba said that the creation of the Bangsamoro Task Force Against Human Trafficking of OFWs hopes to “establish mechanisms of detecting and identifying early signs of human trafficking by setting up credible and reliable data management and case monitoring system on OFWs and human trafficking incidence.”

She said it will also identify, determine, and discuss the root causes of illegal migration to determine its approach on how to effectively combat trafficking networks, as well as receive, document, track report, and gather evidences on human trafficking involving Bangsamoro OFWs case build-up.

The Blas F. Ople Policy Center is working closely with the Inter-Agency Council Against Trafficking (IACAT) in the strengthening of a specialized Task Force for monitoring and providing support for the investigation and prosecution of trafficking cases against OFWs.

The Office of the Chief Minister is set to identify and designate a focal office to spearhead the creation, establishment, and operation of the said Task Force.

“The MOA is just good for a year, so talagang kailangan natin i-operationalized [ang creation ng Bangsamoro Task Force],” Dumama-Alba said.

The creation of the Bangsamoro Task Force is spearheaded by the Office of the Chief Minister. Other ministries and offices of BARMM will also be represented in the said Task Force. (Bureau of Public Information}

Iqbal declares 1st Palarong BARMMAA a success


Cotabato City  - Minister Mohager Iqbal of the Bangsamoro Government's Ministry of Basic, Higher, and Technical Education (MBHTE) declared the region's 1st athletic event a success and said it was an addition to the Bangsamoro's list of milestones and achievements.

On Tuesday, January 21, Iqbal led the closing ceremony of the 1st annual Palarong Bangsamoro Autonomous Region in Muslim Mindanao Athletics Association (BARMMAA) at the Nuro Central Elementary School in Nuro, Upi, Maguindanao.

Maguindanao II division emerged as overall champion in both elementary and secondary levels, with a total haul of 31 and 45 gold medals, respectively.

Maguindanao I placed second overall winner at the elementary level, with 27 gold medals, followed by Sulu with 18 and Tawi-Tawi with 9 to round up the top four players. While at the secondary level, Maguindanao I also bagged second place with 42 gold medals, Lamitan City with 36 and Sulu with 30.

"We are proud of your achievements. Keep soaring high," Iqbal said as he congratulated the victorious student-athletes.

“It will be the Bangsamoro as a whole that will benefit from the commendable performance and sportsmanship illustrated by our athletes,” he said.

As for those who didn't win, Iqbal said, "Please do not be discouraged. I want to emphasize that failure is the mother of success. Grab the opportunity to compete, exert more effort, and I am confident you will be the next winners."

4,749 student-athletes, from nine schools division of the Bangsamoro region, participated in the week-long athletic event which run from January 16-21.

Francis J. Rabaca, 16, from Basilan division, won a gold medal in archery. He said he worked hard for it as he wants to fulfill his father’s dream for him – to compete in the 2020 Palarong Pambansa.

“My goal is to be a gold medalist in the 2020 Palarong Pambansa. I will do my best to bring pride to my homeland, Basilan,” Rabaca.

Meanwhile, Rocel Aira L. Agustin, 15, a volleyball gold medalist from Maguindanao II, said she was thankful to the Bangsamoro Government’s full support.

“Maraming nagbago dahil dati ay wala pa gaano kaming mga sponsors. Ngayon ay sobrang dami na pong tumutulong sa amin,” she said.

Iqbal said the education ministry will "intensify efforts to improve academic education and sports development in all educational institutions is the Bangsamoro region."

"Sports and physical education are essential components of the balanced, inclusive, and relevant educational system we envisioned for our children," he said.

Iqbal also congratulated the region's different school division superintendents, supervisors, and other school administrators for their contributions to the success of the BARMM's first athletic event. (Bureau of Public Information)
