PRRD attends ASEAN high-level forum; calls for greater cooperation

MANILA -- President Rodrigo Duterte attended on Thursday, October 19, the High-Level Forum on ASEAN at 50, recognizing its contribution to regional development.

“I wish to thank the organizers of this High-Level Forum on ASEAN at 50 for inviting me to this very meaningful gathering,” President Duterte said in a speech before the forum’s participants.

He said the discussions by ASEAN’s eminent leaders have substantial contributions to the development of their respective nations and the growth of the ASEAN community and the realization of a common vision and the identity of the region.

The ASEAN has also served a major role in ensuring stability and security in Asia as evidenced by its success in the past 50 years, President Duterte said.

According to the President, the recent developments in the Korean Peninsula have tested ASEAN’s resolve to keep the peace and ensure the security of the region.

“That is why we remain committed in working closely with our international partners in maintaining stability in the Korean Peninsula,” he said.

On the economic front, the regional bloc continues to work towards bigger, more open and rules-based market where businesses, especially micro, small and medium enterprises, can thrive, he said.

Duterte said when the Leaders of ASEAN and its Dialogue Partners meet in November for the 31st ASEAN Summit, they will reaffirm commitment to maintain regional peace and stability, pursue maritime security and cooperation, advance inclusive innovation-led growth, strengthen the region’s resiliency, and promote ASEAN as a global player and a model of regionalism.

At the same time, they want to see substantial progress in negotiations for the establishment of the Regional Comprehensive Economic Partnership, he said.

As the Philippines completes its duty as Chair of ASEAN, Duterte said, “It is our shared hope [that] our gains will become part of our continuing commitment to ASEAN and the principles for which it stands for.”

“I therefore call on our fellow ASEAN leaders to empower our peoples by making them understand the importance of ASEAN in their lives, [how] its past gains have directly contributed to their well-being, and how the realization of its goals will make their lives better.”

The President also called for greater cooperation between ASEAN member countries as well as improvements on trade. He said that ASEAN could learn from other regional grouping such as the EU, stressing if the EU could do it, why couldn't the ASEAN.

He therefore said that barriers on trade must be addressed, citing hurdles imposed by the European and the American markets on ASEAN products.

“I dream of a time when we can treat the other countries or the cartel of other nations equally on our own terms also. I hope that ASEAN will grow strong and solve the problems --- the serious problems confronting us,” he said.

The South China Sea must also be tackled but must be resolved through peaceful means. Another concern that the President mentioned is the rampant piracy and terrorism in the Malacca Strait, noting its impact on regional trade. He suggested imposing drastic action for a very dangerous situation.

“I hope to talk with the leaders of these countries and we’re willing to put our resources together with theirs to find a solution,” President Duterte added.

Prior to his attendance to the High Level Forum on ASEAN, the President met former President Gloria Macapagal-Arroyo and former Thailand Prime Minister Abhisit Vejjajiva, who were former ASEAN leaders.

Also present were Foreign Affairs Secretary Alan Peter Cayetano, Executive Secretary Salvador Medialdea, Special Assistant to the President Bong Go, and Bohol Rep. Arthur Yap. (PND)

DOT ‘Bring Home a Friend to the PH’ now accepting entries

By Azer Parrocha

MANILA -- Entries are now being accepted for the Department of Tourism’s (DOT) Bring Home a Friend to the Philippines (BHAF), an incentive program that encourages Filipinos to help promote tourism by inviting foreign friends for “a reunion of sorts.”

The contest, which runs from October 15, 2017 to April 15, 2018, allows Filipinos residing here and abroad as well as expatriates based in the Philippines to win prizes in the electronic raffle draw for simply inviting their foreign friends to come visit the Philippines.

“We have this reunion of sorts to redefine Philippine tourism,” Tourism Secretary Wanda Teo said in her speech during the launch of BHAF in Resort’s World Manila on Saturday night.

Teo said the success of the program would not be measured in terms of the number of foreign invitees entering the country but on its ability to “empower” Filipinos to actively take part in tourism promotion.

"The success we are hoping for is our ability to empower our people and give them the opportunity to contribute to our people’s growth.

They are after all the core strength of our tourism campaign. It’s more than bringing friends and family back home…It’s our shout out to the world to come and see the Philippines,” Teo added.

Prizes to be won for “sponsors” (Filipinos inviting foreign friends) include an Eastwood Le Grand Tower studio condo unit (first prize), an orange metallic Toyota Vios 2017 Model (second prize), or PHP 200,000 worth of gift certificates from Duty Free (third prize).

Meanwhile, prizes for “invitees” (foreign friends visiting the Philippines) include two roundtrip international business class tickets plus two roundtrip domestic tickets to Palawan (first prize), two roundtrip international premium economy tickets plus two roundtrip domestic tickets to Cebu (second prize), and two roundtrip international economy tickets plus two roundtrip domestic tickets to Davao (third prize).

To join, the sponsor and invitee must duly accomplish the registration via the BHAF microsite accessible via the DOT website tourism.gov.ph or through the booths located at specific airports.

Full instructions can also be found in the website.

BHAF’s upgrade
BHAF was first introduced by former Tourism Secretary Mina Gabor in 1994 when a “tambiolo” or raffle system was then used.

In an interview with reporters, Tourism Assistant Secretary and spokesperson Frederick Alegre said he hopes that being digital this time, the contest will get online traffic.

“We’re very confident with the type of social media presence Filipino have it will pick up and catch fire. It’s something that triggers more attention and people themselves will make it happen,” Alegre said.

During the BHAF launch, the DOT also introduced actor-singer Piolo Pascual as BHAF Tourism Ambassador who was also taken to sing the program’s jingle.

Gabor, who was present during the event, meanwhile lauded Teo’s efforts to revive a program first launched some 23 years ago.

“It’s very difficult to an official of the administration to do a program that has been done by predecessor. But she was determined and showed that she was brave to go through with the project,” Gabor said in a short speech.

Gabor said Teo broke the barrier of government officials by continuing a good project.
“She (Teo) really deserves a big hand. A program like this should not die. It’s a classic program it should continue,” she added.

According to the DOT, word-of-mouth plays a big role in motivating tourists to visit the Philippines.
Data from the DOT 2016 Visitors Sample Survey showed that 51.80 percent of tourists came to the Philippines upon friend’s recommendation. (PNA)

California guv visits wildfires-hit areas as death toll climbs to 29

SAN FRANCISCO -- California Governor Jerry Brown offered his sympathy Thursday to the victims of wildfires that are ravaging the state, and would visit the affected areas soon, as the death toll hit a new high of 29, local media reports said.
The reports quoted his spokesman Evan Westrup as saying that the governor intends to travel to the fire zones, but not immediately so that his visit doesn't take away from critical resources needed to combat the blaze.
"Our focus is on getting resources where they're needed most, not pulling them away for photo-ops with the governor," Westrup said.
Twenty-two blazes are ravaging primarily across eight counties in Northern California, spawning one of the most devastating fire disasters in the state's history.
"We aren't in any way finished. Some places are beginning to be contained. But the fires are burning and the winds can come up. They aren't as calm as we would like them to be. The next couple of days are very serious for California," Brown said.
Over 8,000 firefighters are combating the blaze mainly in the Bay area of western California, but gusty winds and low humidity expected in the coming days will continue to challenge the firefighters' efforts towards containment and will increase the risk for new fires.

At least 3,500 homes and businesses have been destroyed and more than 190,000 acres have burned since the fires ignited late Sunday, the media reports said. (Xinhua)

Pres. Duterte leads Philippine Army's 58th change of command rites

MANILA -- President Rodrigo Duterte on Thursday, October 5, reminded the members of the Philippine Army to remain loyal to the Constitution and to the people as he led the Philippine Army’s 58th change of command ceremony at Fort Bonifacio, Taguig City.

“Maintain your loyalty to the Constitution and to the flag. Do not nurture a personal or a person diyan,” the President said in his address before the troops.

“Kaming lahat diyan sa gobyerno, dumadaan lang. But it behooves upon you, I said, to see to it that this country will grow, prosper until the end of time,” he said.

The President also said he wants to leave the presidency with a strong army and police that can respond to simultaneous attacks. But to achieve that goal, the Armed Forces and the Philippine National Police must upgrade their equipment and capability to cope with the present challenges, especially in fighting terrorism, he said.

One of the President’s suggestions is for the Armed Forces to use its properties and forge join ventures with the private sector. The AFP could enter into long-term lease agreements to fund its modernization program.

“I’ll give you this place. Lahat ito with a one sole condition. ‘Yung lahat kikitain ninyo diretso sa inyo. At gawain ninyo ang gusto ninyong gawin to modernize. Pera ‘yan. Malaking pera ‘yan.Just start to lease here --- trillion ito. But I would need the money in the coming years also to meet your expenses,” Duterte said.

“Buy all the equipment you need to meet the challenges way, way ahead,” he said. He also said that soldiers and policemen will also receive a higher pay by January next year.

The President meanwhile praised the country’s soldiers after a recent survey showed that the Philippine Army got an impressive +75 net trust rating in the first semester of 2017.

“It’s a testament of the troops’ commitment to protect the people and defend the democratic rights,” Duterte said.

Duterte also commended the AFP and the PNP for their efforts to quell rebellion in Marawi City.

“As an experience from the Middle East, it takes a lot, about half a year or three months. And I am not surprised and you should not be surprised that it has taken this long really to move inch for inch. Because of the prepositioned maneuvers by the enemies and the fact that you have to breach semento pati bakal. And that takes a lot of hard work,” he said.

“Maswerte tayo dito, in a very short time and I would credit it to the Armed Forces of the Philippines and the toil of the Philippine National Police. Hindi ho madali ‘yung trabaho na ‘yan,” he added.

The President also mentioned the ongoing campaign against communist insurgents.

“We are fighting the New People’s Army. At this stage, I am not ready to talk to them because it is not good for the country. Eh kung para lang sa bayan, okay ‘yan. But the way that it is now, ayaw ko. And maybe it would take some time to… maybe another President to do it,” he said.

President Duterte meanwhile said outgoing Army chief Lt. Gen. Glorioso Miranda will join the board of the Bases Conversion and Development Authority (BCDA). Major General Rolando Bautista, former head of the Presidential Security Group (PSG), succeeded Miranda as Army chief. (PND)

DOH-MIMAROPA monitoring decline in diarrhea cases in Palawan

By Celeste Anna

PUERTO PRINCESA CITY, Palawan -- The Department of Health (DOH) in MIMAROPA has ordered the delivery of requested medicines and other medical supplies to the southern Palawan town of Quezon in a bid to prevent the further increase of acute gastroenteritis (AGE) or diarrhea in several barangays.

“Although the cases are now declining, we are still continuing disease surveillance, and directly in coordination with the local and provincial health offices in case diarrhea cases in the affected barangays will again rise,” DOH MIMAROPA Regional Director Dr. Eduardo Janairo said in a statement Sunday.

The regional health official advised residents to seek medical check-up once they experience abdominal pain, dehydration, and having watery stool for them to be given immediate medical responses.

As of Sept. 18, the Quezon Rural Health Unit (RHU) reported a total of 644 AGE cases. Of this figure, 358 cases were admitted at the Quezon Medicare Hospital (QMH); 233 cases at the Quezon Municipal Health Office (MHO); and 53 cases at Luke Society Clinic.

He disclosed that based on amalgamated data from the Quezon RHU and Palawan Provincial Epidemiological Surveillance Unit (PESU) from July 4 to Sept. 18, the most affected barangays are Alfonso XIII and Pinaglabanan.

The diarrhea cases are 79 percent higher compared to the historical average recorded for the last four years, which is an average of 359 cases from 2013 to 2016.

Half of the diarrhea cases reported were from 18 years old and below, affecting mostly 1-10 years old. Majority of the cases recorded were female.
